Omnibus
An omnibus is a single giant bill that packages several appropriations bills, sometimes all twelve, into one vote, usually at the end of a funding fight.
When individual spending bills stall, leadership bundles them so one negotiation and one vote can finish the year. Smaller bundles are nicknamed minibuses.
Omnibus season rewards advocates who did their work early. Provisions that made it into committee-passed bills ride along. Asks that never got into any bill rarely appear at the end.
