Minibus
What does minibus mean?
A minibus is a package of a few appropriations bills passed together, smaller than an omnibus that bundles most or all twelve.
Why it matters for advocates
When Congress cannot pass all twelve spending bills one at a time, leaders often group the less controversial ones into a minibus and leave the hard fights for later.
Knowing which package your program's bill lands in tells you when the real deadline is.
